简要规则描述：本项目位于潍坊九村内，目前该小区绿化景观、公共设施等陈旧，拟开展更新提升改造，增加绿化花木品类，提升小区绿化景观，围墙等公共界面更新，植入低碳环保、儿童友好、休闲健身等功能，融入节能低碳改造元素等。主要工作内容包括栽植灌木、栽植色带、栽植地被植物、整理绿化用地、拆除原有人行道砖硬质场地、景观铺装、增加坐凳等。（具体数量及要求详见工程量清单及图纸。）
Brief Specification Description: This project is located within Jiucun Village in Weifang. Currently, the green landscape and public facilities in this community are outdated. It is planned to carry out renewal, improvement and renovation, increase the variety of green flowers and trees, enhance the green landscape of the community, update public interfaces such as fences, incorporate low-carbon and environmental protection, child-friendly, and leisure and fitness functions, and incorporate energy-saving and low-carbon renovation elements, etc. The main job contents include planting shrubs, planting color bands, planting ground cover plants, organizing green space, removing the original hard ground of the sidewalk bricks, landscape paving, and adding benches, etc. For specific quantities and requirements, please refer to the bill of quantities and drawings.

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the Government Procurement Law of the Peoples Republic of China;
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以★标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. (c)本项目的特定资格要求：1、未被信用中国（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人组织（本项目不接受分公司以自己名义参加采购活动）；
3、其他资格要求：施工现场项目管理机构拟派人员配备要求：
（1）人员配备要求（人）：5；
（2）岗位、数量、资格要求：*园林项目负责人（园林专业中级职称）1人、安全员1人、质量员1人、材料员1人、中级园林绿化工1人（班组负责人）；
说明：
1）上述人员配备要求系最低配备要求；对于施工技术复杂的项目，供应商可根据项目情况，在以上人员配备要求基础上适当增加技术管理人员、施工员等人数；
2）*岗位不得同时兼任两个及以上项目,须具有上海市园林绿化工程从业人员项目负责人电子信息卡或《园林绿化施工企业项目负责人质量安全生产考核合格证书》同时具备园林专业中级职称，且无在建项目记录；
详见采购文件。(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn); 2. It must be a legal entity organization established in accordance with the law within the territory of China (this project does not accept branches participating in the procurement activities in their own names).
